Biography

Stewart is an associate professor at the University of Calgary. He is an award-winning teacher and scholar. Stewart is the 2020 Dentons Canada LLP Research Fellow in Energy Law and Policy and also a 2020 Research Fellow in Energy and Environment at the School of Public Policy. Stewart has a Ph.D. in law from Osgoode Hall Law School (Toronto), where he was an adjunct professor for four years. He was also a Visiting Fellow at Columbia Law School (New York City), studying law and governance.

Research Activities

Stewart’s research focus is on legal and political philosophy, the confluence of public and private law, and natural resource governance. He studies the challenges facing natural resource governance, including: decarbonization, federalism, obligations to indigenous populations, risk management, innovation and regulation, and public trust. His work addresses the public dimensions of natural resource regulation (such as energy federalism), the private dimensions (such as corporate responsibility), and the public-private dimensions (such as the roles of business, government, and civil society within risk governance networks). Topics from his recent publications and current research include: carbon pricing in Canada; jurisdictional disputes over the regulation of natural resource issues; environmental risk management and energy innovation; and risk governance networks and extractive industries. He has taught Business Associations, the Dentons’ International Energy Law Study Tour, and Oil and Gas Law in the JD program, as well as an LLM seminar in advanced jurisprudence and legal philosophy. He has supervised research papers and graduate theses on many aspects of environmental and energy governance, including topics focused on environmental impact processes, carbon emission regulation, comparative law, regulatory theory, corporate legal theory, and the governance of natural resources.
