(Dec 13) Dr. Chilenye Nwapi, Banting Postdoctoral Fellow, Canadian Institute of Resources Law, presented "Environmental Sentencing Policy in Alberta" at the Saturday Morning at the Law School lecture series. This event was sponsored by the Alberta Law Foundation. There were 42 registrants. (Slides)

(Dec 4) CIRL Senior Research Fellow and Professor Emerita Arlene Kwasniak gave a talk titled “Conservation Easements and their Use for Environmental, Natural, Scenic, and Agricultural Conservation” at the Lorman Education Services Conference on Easements, Covenants and Similar Rights in Alberta in Edmonton.

(Dec 2) The Faculty of Law and the Canadian Institute of Resources Law presented the Cenovus Continuing Legal Education seminar on "An Overview of the Mexican Energy Reform", at the University of Calgary Downtown Campus. Dr. Veronica de la Rosa Jaimes, Eyes High Post-Doctoral Scholar, Faculty of Law and Annethe Rodriguez Lomeli, Project Planning Specialist - Major Projects, Mexico Development TransCanada were the lecturers. November 2014

(Nov 28) Faculty of Law LLM alumni Maureen Bell and David Poulton, along with CIRL Senior Research Fellow, Professor Emerita Arlene Kwasniak, are featured in the Fall/Winter 2014 University of Calgary Alumni Magazine. The article, titled "A Change of Course", is about the value of using legal and economic instruments, including water trusts, to protect our waterways.

(Nov 22) Alastair R. Lucas, Q.C., Professor of Law, University of Calgary, made a presentation on "What You Need to Know About Hydraulic Fracturing in Alberta" as part of the Saturday Morning at the Law School lecture series. This event was sponsored by the Alberta Law Foundation. There were 53 registrants. (Slides).

(Nov 20) Pat Knoll, QC, Professor Emeritus of Law, University of Calgary, made a presentation on "An Introduction to Efficient Business Meetings - Rules and Procedure" as part of the Faculty of Law and the Canadian Institute of Resources Law Cenovus Continuing Legal Education seminar. There were 31 registrants.

Allan Ingelson and Tina Hunter published their article, “A Regulatory Comparison of Hydraulic Fracturing Fluid Disclosure Regimes in the United States, Canada, and Australia” (2014) 54:2 Natural Resources Journal 217-253.

(Nov 17)  Allan Ingelson and Fenner Stewart made a presentation entitled "Induced Seismicity and Liability" at the Microseismic User Group in the CGG Auditorium in downtown Calgary. There were 32 attendees.

(Nov 3-8) Banting Post-Doctoral Fellow Chilenye Nwapi attended the Seventh South-South Institute Conference on Inequality, Democracy and Development under Neoliberalism and Beyond in Bangkok, Thailand. He presented a paper titled "Neoliberal Extractive Resource Governance Frameworks and Interregional Economic Inequality in the Global South: Strengthening Regional Competitiveness through Local Content Policies".

(Nov 6) CIRL Research Fellow David Laidlaw presented "Current Aboriginal Issues in Canada" as part of the Aboriginal Relations Leadership Certificate Course sponsored by the ATCO Group, at the University of Calgary. There were 50 registrants.


October 2014

(Oct 29) CIRL co-hosted the Association of International Petroleum Negotiators' (AIPN) student outreach session at the Faculty of Law, University of Calgary.

(Oct 23) CIRL Research Fellow David Laidlaw presented "Current Aboriginal Issues in Canada" as part of the Aboriginal Relations Leadership Certificate Course at EnCana. There were 25 registrants.

(Oct 20) Allan Ingelson made a presentation on the Regulation of the Alberta Oil and Gas Industry at the University of Calgary attended by 32 senior energy policy-makers and regulators from the following countries: Chile, Colombia, Ecuador, Honduras, Mexico, Republica Dominicana, Uruguay, and the USA.

(Oct 18) Kamaal Zaidi, Barrister and Solicitor in Calgary, made a presentation on "English Common Law Influence on Alberta's Legal System" as part of the Saturday Morning at the Law School series. This event was sponsored by the Alberta Law Foundation. There were 40 registrants. (Slides)

Allan Ingelson published a book review of We Gambled Everything: The Life and Times of an Oilman by Arne Nielsen in (2014) 24:2 Great Plains Research 206.

(Oct 1) Dr. Chilenye Nwapi has been accepted to participate in the Harvard Law School's Institute for Global Law and Policy Doha Workshop in Qatar from January 2-11, 2015.


September 2014

(Sep 20) Dr. William N. Holden, Research Associate, CIRL and Associate Professor, Department of Geography, University of Calgary, made a presentation on "The Special Areas of Alberta: Alberta's Dust Bowl" as part of the Saturday Morning at the Law School series. This event was sponsored by the Alberta Law Foundation. There were 38 registrants. (Slides)

(Sep 16) Associate Professor Allan Ingelson and Assistant Professor Fenner Stewart presented "Liability Arising from Induced Seismicity in Canada and the U.S.A." at the 2014 Joint Society of Exploration Geophysicists (SEG) / Society of Petroleum Engineers (SPE) / American Rock Mechanics Association (ARMA) Workshop on Injection Induced Seismicity in Banff, AB.

Allan Ingelson and Dr. Chilenye Nwapi published the article, "Planning for the Future: The Creation of New Corridors for Energy Infrastructure in Alberta, Canada" (2014) 2:2 UPES Law Review 174-217.

(Sep 11) Professor Allan Ingelson and Postdoctoral Fellow Chilenye Nwapi published the article "Environmental Impact Assessment Process for Oil, Gas and Mining Projects in Nigeria: A Critical Analysis" in Law, Environment and Development Journal. The article examines legislation and practice concerning the environmental impact assessment (EIA) process for oil and gas projects in Nigeria.

(Sep 3) Banting Postdoctoral Fellow Chilenye Nwapi and CIRL Research Fellow David Laidlaw made a presentation on the "Alberta Energy Corridor: Implications for Aboriginal Residents" at the University of Calgary in the Professional Faculties Building, Room PF 118 from 9:00 am to 10:00 am. August 2014

(Aug 26) CIRL Research Fellow David Laidlaw presented "Current Aboriginal Issues in Canada" as part of the Aboriginal Relations Leadership Certificate Course sponsored by the ATCO Group, at the University of Calgary. There were 57 registrants.

(Aug 15) Postdoctoral fellow Chilenye Nwapi is one of five University of Calgary recipients of the prestigious 2014 Banting Postdoctoral Fellowships.

(Aug 5) Simone Fraser joined CIRL as a researcher. She has an LL.B (Honours) from the University of Auckland, New Zealand and practised law for 14 years with a focus on natural resources and environmental law and policy. Simone has extensive regulatory experience regarding approvals for more than 100 major development and infrastructure projects in NZ and her environmental expertise extends to regulatory requirements for air quality, water quality, allocation and waste water, coastal marine area development, sediment controls and land use controls. She has completed her Canadian National Accreditation Certification exams and is nearing the completion of her LL.M. in Energy, Natural Resources and Environmental Law at the University of Calgary. Her current research interests focus on natural gas, and proposed LNG projects along the coast of British Columbia.


July 2014

(Jul 20-24) The energy case study, "Sustainable Energy Mix and Fragile Environments in Canada's Northern Coastal Zone: Is Technology Enough?" co-authored by Professors Mary-Ellen Tyler and Allan Ingelson, was presented at the Energy Summit Conference held at the Galapagos Academic Institute, Galapagos Islands, San Cristobal, Ecuador. The conference was co-sponsored by the Universidad San Francisco de Quito and the Inter-American Development Bank. The Canadian case study will be published in the Galapagos Book Series by Springer Science and Business Media.

(Jul 18) Professor Al Lucas presented (with Professor Donald Zillman, University of Maine), “Breaking (Not So) Bad: the Dynamic World Energy Picture in  2014”, at the Rocky Mountain Mineral Law Foundation’s 60th Annual Institute held in Vail Colorado. The paper will be published in (2014) 60 Rocky Mountain Mineral Law Foundation Annual Institute Proceedings. 

Professor Al Lucas received the Rocky Mountain Mineral Law Foundation 2014 Clyde O. Martz Award for Teaching Excellence in Natural Resources Law.

(Jul 7) CIRL Research Fellow Astrid Kalkbrenner participated in a short course on the International Oil Pollution Compensation Fund (IOPCF) in London, United Kingdom.

(Jul 4) Postdoctoral Scholar Verónica de la Rosa Jaimes made a presentation on "Climate Change and Human Rights Claims" at the 2014 IUCNAEL Conference in Tarragona, Spain.

(Jul 2 & 4) CIRL Research Fellow Astrid Kalkbrenner made two presentations at the 2014 IUCNAEL Conference in Tarragona, Spain. The first presentation was entitled "Alberta paves the way for a cleaner coal technology: the regulatory framework of Underground Coal Gasification" and second, "Victims' Compensation of Nuclear Accidents: Canada's Reform Attempts".

CIRL Senior Research Associate and Professor Emerita Arlene Kwasniak was an external examiner for the University of Western Australia, Faculty of Law, of a PhD thesis entitled "Regulating groundwater use efficiency for sustainable development: the experiences of Colorado, the Namoi Catchment and the Gnangara Mound" by Miss Madeleine Dowling Hartley.

(Jun 14) Eyes High Post-Doctoral Scholar and CIRL Research Fellow Veronica de la Rosa Jaimes made a presentation on "Human Rights and Climate Change 101" as part of CIRL's Saturday Morning at the Law School sessions. (Jun 3) The article “Strategic Planning for Energy Development in Canada” by Allan Ingelson has been accepted for publication in the Journal of Energy and Environmental Law, The George Washington University Law School, Washington, D.C.

(Jun 3) CIRL Research Fellow Ana Maria Radu made a public workshop presentation "Assessing the Environmental Integrity of Emissions Trading Schemes" at the University of Calgary.

(Jun 3) Associate Professor Nickie Vlavianos was invited to speak at a symposium on Post-Conflict Natural Resources Extraction and Mining Law, organized by the Centre for Energy and Sustainability Law, College of Law, Qatar University; the U.S. Department of Commerce, Commercial Law Development Program (funding though USAid); and the Afghanistan Ministry of Mining and Petroleum Law. The focus was on building legal capacity in Afghanistan for the development of its natural resources. Along with other lawyers from various countries, such as Dubai and England, there were approximately 20 Afghans from their Ministry that attended. Professor Vlavianos's talk was on "Lessons from Canada: Key Issues in Designing a Regulatory Framework for Natural Resources Development". (Photo)

(May 31) CIRL Senior Research Fellow Arlene Kwasniak made the presentation "Water Law 101" as part of the Institute's Saturday Morning at the Law School sessions. his event was sponsored by the Alberta Law Foundation. There were 87 registrants. (Slides)

(May 22) Post-doctoral Scholar Veronica de la Rosa Jaimes participated in a panel discussion on Governance at the Haskayne School of Business. Her topic was Climate Governance.

(May 13) The Faculty of Law and Libraries and Cultural Resources presented the Cenovus Continuing Legal Education course on Research in the Real World. This one-day course is intended for Law summer students working in a legal environment.

(May 13) Banting Postdoctoral Fellow Chilenye Nwapi made a presentation on “Transparency in Central African Mineral Development” at the Canadian Institute of Mining (CIM) 2014 Minerals and Metallurgy Convention in Vancouver.

(May 12) Francco De Luca joined the Institute as a summer Research Assistant. He has completed the first year of law school at the University of Calgary. His areas of interest are renewable energy and LNG extraction.

(May 7) Associate Professor Allan Ingelson is part of a group of U of C researchers that has been awarded funding for their Hydraulic Fracturing Innovation (HFI) Initiative research project. (UToday)

(May 7-8) CIRL Senior Research Fellow Arlene Kwasniak was a panelist for the Land Use 2014 Conference in Edmonton, Alberta. The panel was titled Alberta’s Wetlands Policy (2013): Next Steps.

(May 5) Mark Kolapak joined the Institute as a summer student intern under the Norton Rose Fulbright Energy Internship Program. He has completed the second year of law school at the University of Calgary. His areas of interest are hydraulic fracking, renewable energy, mining law, and public lands and natural resources law.

(May 3) CIRL Senior Research Fellow Arlene Kwasniak was a panelist at the Law, Property, and Society Conference to be held at the University of British Columbia in Vancouver. Her presentation is on Water Scarcity, Property in Water Entitlements, and Property in Water.

Research Fellow Astrid Kalkbrenner published the article, "Underground Coal Gasification: A Regulatory Framework for Alberta" (2014) 51:3 Alberta Law Review.

(May 2) Professor Alastair Lucas, Q.C., presented “Regulating Multistage Hydraulic Fracturing: Challenges in a Mature Energy Jurisdiction” at the Seminar on Energy Underground: Energy Law and Transformational Change, All Souls College, University of Oxford.

The article, “Alberta’s New Energy Regulator: Seeking a Balance Between Independence and Accountability” by Giorilyn Bruno, has been accepted for publication in volume 52, issue 3, of the Alberta Law Review in January 2015.


April 2014

(Apr 30 to May 1) CIRL Senior Research Fellow Arlene Kwasniak was an invited participant in the Canadian Wetland Leaders Workshop held in Ottawa by Ducks Unlimited Canada and the Steering Committee of the Canadian Wetland Leadership Project. The workshop purpose was for participants to envision a path forward for wetland conservation 2015-2025.

(Apr 28) Professor Alastair Lucas, Q.C., was a discussant on “Energy Underground: Legal Responses to Transformational Extractive and Storage Techniques” at the International Bar Association’s Biennial Conference of the Section on Energy, Environment, Natural Resources and Infrastructure Law – Natural Resources and Infrastructure in Transition – Navigating the Course Ahead, Berlin.

(Apr 26) David Laidlaw made the presentation "Aboriginal Law 101" as part of CIRL's Saturday Morning at the Law School sessions. This event was sponsored by the Alberta Law Foundation. There were 98 registrants. (Slides)

Giorilyn Bruno published the article “Phase Two of the Implementation of the Alberta Energy Regulator” in the Negotiator Magazine. This article focuses on the new Alberta Private Surface Agreement Registry, the enforcement of private surface agreements in Alberta and the availability of information to the public concerning a registered private surface agreement. The article and has been distributed to approximately 1500 residents of Alberta.

(Apr 24) CIRL Senior Research Fellow Arlene Kwasniak presented “Accretion, the Torrens System, and Law Reform” at the Alberta Land Surveyor’s Association Annual Meeting held in Banff, Alberta.

(Apr 24) The article, “The First Ministerial Direction to the Alberta Energy Regulator: The Aboriginal Consultation Direction” by Giorilyn Bruno and Nigel Bankes was posted on the U of C Faculty of Law ABlawg website.

(Apr 22) Allan Ingelson moderated the event, Enhancing Revenue Transparency in the Oil & Gas Sectors, sponsored by Engineers Without Borders Canada, Publish What You Pay Canada, The Revenue Watch Institute, and Transparency International Canada Inc.

Veronica de la Rosa Jaimes, Post-doctoral Scholar became a member of the International Human Rights Law Interest Group of the European Society of International Law.

(Mar 31) Post-doctoral Scholar Veronica de la Rosa Jaimes was interviewed on Fairchild Radio 94.7 FM Calgary, AB radio show. The topic was on “The 2014 Report of the Intergovernmental Panel on Climate Change”.

(Mar 21) CIRL Senior Research Fellow Arlene Kwasniak was a panelist for the Canadian Water Resources Association (CWRA) 2014 World Water Day event on "Water and Energy in Alberta" at the University of Calgary.

(Feb 27) CIRL Senior Fellow Monique Passelac-Ross and Research Fellow David Laidlaw presented some of their research findings from the Aboriginal Accommodation toolkit funded by the Alberta Law Foundation at a Continuing Legal Education session at the University of Calgary downtown campus.

(Feb 27) CIRL Research Fellow Giorilyn Bruno presented her research from the Changing Nature of Regulation project, funded by the Alberta Law Foundation, on the new Alberta private agreements registry at the University of Calgary downtown campus. Her presentation was entitled "Enforcement of Private Surface Agreements". There were 122 registrants for the Continuing Legal Education session.

(Feb 27) Allan Ingelson made a presentation, "Creative Environmental Sentencing in Alberta - The Last Five Years", at the Assentio Mentium session, University of Calgary downtown campus.

(Feb 25) Allan Ingelson gave a presentation on public lands and Alberta's Historical Resources Act and regulations to an audience of 35 at the University of Calgary.

(Feb 21) Allan Ingelson presented a paper at the national symposium Environment in the Courtroom: Sentencing and Environmental Offences in the Faculty of Law at Dalhousie University, Halifax, Nova Scotia.

(Feb 21-22) Environment in the Courtroom (III): Sentencing and Environmental Offences, the third in a series of three national symposia/webinars, organized by the Canadian Institute of Resources Law and funded by Environment Canada, was held in Halifax. Twelve papers available in both French and English and the webcast recordings are posted on the 2014 CIRL Symposium website.

(Feb 10) Grant Van Hal gave a noon hour presentation at the University of Calgary on law and policy surrounding geothermal energy development in Alberta, co-sponsored by the Environmental Law Students Society and CIRL.

(Feb 3) Professor Allan Ingelson and post-doctoral fellow Chilenye Nwapi published the article "Environmental Impact Assessment Process For Oil, Gas and Mining Projects in Nigeria: A Critical Analysis” 10:1 Law, Environment and Development Journal (University of London, London, UK).

(Jan 20) The first article, “Phase 2 of the Implementation of the Alberta Energy Regulator: The Private Surface Agreement Registry” by CIRL Research Fellow Giorilyn Bruno under the “The Single Window Energy Regulator” module under the ALF “The Changing Nature of Regulation in Alberta: Implications for the Public” Project, was posted on the University of Calgary Faculty of Law ABlawg website.

(Jan 20) Arlene Kwasniak, Professor Emerita of Law and CIRL Senior Research Fellow, made the presentation "Water and the Land: Law, Policy, and Agriculture" to the Alberta Federation of Agriculture 2015 Annual General Meeting, H2Oh! For Agriculture for Life, in Red Deer.

(Jan 16) Allan Ingelson gave a presentation at the University of Calgary on mining and the use of public lands to an audience of 30.

(Jan 15) CIRL Research Fellow Ana Maria Radu published the article, “Alberta Reviews Compliance with the Specified Gas Emitters Regulation” on the U of C Faculty of Law ABlawg website.

CIRL Research Fellow Ana Maria Radu' s article, "Shale Gas Prompts Regulatory Changes in Europe", was published in Energy Security Insights (January-August 2013) Volume 8, Special Issue on Natural Gas.

Dr. Chilenye Nwapi's article, "Jurisdiction by Necessity and the Regulation of the Transnational Corporate Actor", will be published in February 2014 by the Utrecht Journal of International and European Law.
